House Transportation & Infrastructure Chairman Sam Graves has made it clear: a surface transportation reauthorization bill is coming fast. Committees begin work within weeks, floor action is expected this spring, and the Highway Trust Fund is on the brink. New revenue sources, new priorities, and new risks for riders are all on the table right now.
This is not a theory.
This is not “someday.”
This is happening before September 30 — and Congress is already negotiating.
