Of a big ol bike built in the late sixties or early seventies to compete with the harley for police bikes.I think it was built by Ducati,It was a huge V-4 ,Not the Guzzi twin.I don't think it ever went into production but it was HUGE.Ive tried a seach for Ducati Atlas(I thought thats what it was called) But come up empty.Cylce or Motorcyclist Mag did a story on it a few years back.

I think this may be the one you are referring to...

    Manufacturer: Ducati
Engine: OHV L-Four, 2 valves per cylinder ; air cooled
    Transmission: 5-speed
    Wheelbase: 1554.48 mm (61.2 inch)
Dimensions: w/ Engine, 450 mm. Handlebars, 750 mm.
    Seat height : 749.3 mm (29.5 inch)
    Weight : 270 kg (596 lb) (dry)

In 1959, the Berliner Motor Corporation approached Ducati about creating a rival to the Harley-Davidson to sell to police departments around the U.S. Author Greg Field, based on interviews with Mike Berliner, contends that Berliner went so far as to ship two Harley-Davidsons to Italy as examples (one was for Moto Guzzi), and that Ducati, rather than any Japanese company, was the first Harley-Davidson imitator.
